Odisha property registration is heading online end to end.
Odisha's land and property registration is heading online end to end. On 26 October 2026, Revenue and Disaster Management Minister Suresh Pujari chaired a meeting at Lok Seva Bhawan with the Software Development Unit of the National Informatics Centre (NIC), Pune, to plan the rollout of the National Generic Document Registration System (NGDRS) in the state.
What NGDRS is
NGDRS is a national platform built by the Department of Land Resources under the Union Ministry of Rural Development, on the principle of "One Nation, One Registration". Each state configures it to its own stamp-duty rules, fee schedules and document formats. For citizens it brings these steps online:
- Drafting the sale deed or other document
- Property valuation against the benchmark (circle) rate
- Calculation of stamp duty and registration fees
- Online payment
- Appointment booking at the sub-registrar office
- Tracking the application until the registered document is issued
The stated aim is fewer visits to the registration office, fewer procedural errors and shorter delays. Senior officers would also get dashboards showing pending cases and the performance of each office.
How Odisha plans to roll it out
The department will start with selected registration offices, then expand across the state. Officials were also asked to study states where NGDRS already runs, and to upgrade the software to Odisha's administrative needs. Integration with land records, GIS mapping, data analytics and AI were discussed as later possibilities, subject to technical readiness and policy approval.
No start date and no list of first-phase offices have been announced. Odisha's current registration services run on igrodisha.gov.in.
What it changes for a buyer, seller or owner
- Pre-registration work moves to your screen. Deed drafting, valuation and fee calculation happen before you book a slot, so the office visit becomes a verification-and-signature step.
- Valuation becomes system-driven. The benchmark rate applied to your plot is computed by the platform, which narrows the room for under-valuation disputes and makes the stamp-duty figure predictable.
- Tracking becomes transparent. Every application gets a status trail, which matters for NRI owners and investors who transact through a power of attorney.
- The data layer deepens. Once land records and GIS are linked, title checks and encumbrance searches get faster and more reliable.
What to do now
- If you are registering in the next few months, nothing changes yet: current IGR Odisha procedures apply.
- Keep your plot's khata, plot number, mouza and latest ROR handy; NGDRS-style systems key everything to the land-record identifiers.
- Watch the first-phase office list. Khordha and Cuttack district offices handle the largest volumes and are likely candidates, but this is not confirmed.
Navoasset's view
A system-computed valuation and an online status trail are good for owners who are not on the ground, which describes most of the NRI and out-of-state clients we manage property for. We will track the first-phase office list and the start date and update this piece when they are notified.
