The Odisha Coastal Highway from Rameshwar to Paradeep was approved by the Union Cabinet on 3 June 2026 [1]. It is a 160.18 km road in two packages: a four-lane stretch from Rameshwar to Konark and a two-lane-with-paved-shoulder stretch from Konark to Paradeep. The combined capital cost is Rs 8,300.79 crore [1]. It will pass through Khurda, Puri, Kendrapada and Jagatsinghpur districts, linking the Bhubaneswar area to the Puri–Konark coast and Paradeep Port.

The two packages

Package I: Rameshwar to Konark (four-lane)

  • Civil cost: Rs 3,129.06 crore
  • Land and pre-construction cost: Rs 751.62 crore
  • Total capital cost: Rs 5,304.80 crore [1]
  • Projected traffic (FY 2027-28): 10,437 passenger car units (PCU) a day [1]

Package II: Konark to Paradeep (two-lane with paved shoulder)

  • Length: 80.78 km, all on a new alignment [1]
  • Civil cost: Rs 1,566.02 crore
  • Land and pre-construction cost: Rs 668.13 crore
  • Total capital cost: Rs 2,995.99 crore [1]
  • Projected traffic (FY 2027-28): 7,249 PCU a day [1]

Together the two packages make up the 160.18 km and Rs 8,300.79 crore [1]. The first half costs more because it is a wider road, built for heavier traffic between Bhubaneswar and the Puri–Konark belt.

What it connects

The release says the highway will connect 9 economic nodes and 5 logistics nodes [1]. The ones it names are:

  • Logistics: Puri Railway Station, Puri Airport, Astarang Port, Paradeep Port and the Multi-Modal Logistics Park (MMLP) in Jagatsinghpur [1]
  • Economic: two Special Economic Zones, Mega Food Parks, fishing clusters and a pharma cluster [1]

It starts at Rameshwar, the same point where the Bhubaneswar Ring Road (Capital Region Ring Road) begins [2]. Taken together, the two approved roads give the capital region a bypass on its inland side and a direct road link to the coast.

Status and timeline

  • 3 June 2026: Cabinet Committee on Economic Affairs approves both packages [1].
  • Next steps: tendering and award of contracts by NHAI. As of 23 September 2026 we found no PIB release announcing an award.
  • Construction period: 2.5 years from the start of work, as set in the concession terms [1]. No start date has been announced, so there is no official completion date yet.

What this means for property owners

The government talks about shorter travel times, freight movement and jobs: 53.61 lakh person-days of direct employment and 67.01 lakh indirect [1]. It makes no forecast about land or rent prices, and we don't either. If you own or plan to buy land in Khurda, Puri, Kendrapada or Jagatsinghpur:

  1. Check whether your plot is being acquired. Land for National Highways is acquired through notifications in the Gazette of India (egazette.gov.in). Match your village and plot numbers against them.
  2. Verify your record of rights on Bhulekh, the Odisha land records portal.
  3. Remember coastal rules. Land close to the sea can fall under Coastal Regulation Zone restrictions, which limit what can be built whatever the road access. Check before you buy.
  4. Ignore "highway-facing" sales talk that isn't backed by an official map. Ask for the plot's position relative to the notified alignment in writing.
